DB3, pops up when scrolling

In the Today screen, if I try to scroll down, DB will pop back up to the top. How do you fix this?

Dashboard is not designed to have a scrollbar on the Today screen. It needs to be the only Today item active and the other Today items can be activated within Dashboard itself.
