Gizmo5 (http://www.gizmo5.com/pc/backdoor) is reporting that up to 11% of US landlines and mobile numbers are routed through VOIP on the backend. They have worked with carriers and subscribers so that you can make calls to those numbers for free if you are doing it through your VOIP-enabled computer or phone.
To do this, you can download (http://www.gizmoproject.com/download) the Gizmo5 client. To call, you have to dial 0101 and the ten digit number you are trying to call. Theoretically, however, if you know the settings, you can configure your Windows Mobile phone to work using Gizmo5's backdoor calling.
Unfortunately, none of the numbers I know falls into the 11% that is handled by VOIP so I cannot test backdoor calling.
